Absentee ballot applications must include an option for qualified voters to elect permanent absentee ballot status for state elections.

The division cannot require voters who select permanent absentee status to reapply unless they have not voted an absentee ballot for four consecutive years.

The division cannot require reapplication if a previously sent absentee ballot was returned as undeliverable.

The act takes effect January 1, 2023.
