Establishes a new crime of "interference with emergency communications" under Alaska Statute 11.56.785, classified as a class B misdemeanor.

Criminalizes making repeated emergency communications to report a previously reported incident with no change in circumstances after being instructed to stop by an emergency communications worker.

Prohibits making repeated emergency communications knowing there is no police, fire, or medical emergency, and prohibits threatening emergency communications workers during emergency calls.

Criminalizes intentional interference with, blocking, or disruption of emergency communications by telephone, radio, or electronic means between emergency workers and responders, responders themselves, or workers and persons reporting emergencies.

Applies to offenses committed on or after the effective date of the Act; does not apply to in-person communications or routine authorized maintenance.
