Authorizes permittees, operators, and multiple-beneficiary permit holders to conduct charitable gaming activities for raffles, lotteries, dog mushers' contests, derbies, and classics using the Internet, including online ticket sales and electronic drawing of winning tickets.

Requires online ticket purchasers to certify at time of sale that they are of legal purchasing age and not physically present in areas with local options prohibiting charitable gaming.

Mandates that charitable gaming activities conducted online must be conducted within the state and winners must be determined within the state.

Adds requirement for the department to establish standards for online ticket sales including age and location verification to ensure compliance with charitable gaming laws.

Permits charitable gaming proceeds to be used outside the state if proceeds benefit people of a country that has been invaded by another country, with this provision set to expire July 1, 2024.
