SB 204 Summary

• Permits charitable gaming organizations to conduct online ticket sales for raffles, lotteries, dog mushers' contests, derbies, and classics with requirements for age verification, location verification, and advertising maximum ticket availability.

• Establishes the Kenai River Freeze-Up Classic as an authorized charitable gaming activity limited to operation by the Kenai Rotary Club, Soldotna Rotary Club, or jointly by both clubs.

• Allows fishing, hunting, and trapping licenses to be displayed on electronic devices and prohibits peace officers from accessing other contents of the device based on license display.

• Increases the number of harvest permits available through competitive auctions or raffles for various species including emperor goose, Dall sheep, bison, musk ox, bears, moose, caribou, goat, elk, and wolf.

• Allows proceeds from bear viewing permit auctions and raffles to be deposited in a nongame conservation account for wildlife sanctuaries, refuges, wildlife diversity, viewing, and educational programs; permits charitable gaming proceeds to support humanitarian aid for invaded countries with repeal of this provision on July 1, 2023.
