Director shall establish a digital absentee voting system allowing eligible voters to receive, mark, verify, and submit ballots via internet-connected devices.

Eligible voters are overseas voters and those eligible to vote special needs ballots under AS 15.20.072(a).

Digital absentee voting system must produce a paper ballot as the official record for tabulation and recounts, encrypt voter information and ballots, and prevent ineligible persons from voting.

Voters may vote digital absentee ballots in the presence of a notary public, armed forces officer, judge, magistrate, or witness (age 18+), who must certify and sign a digital voter's certificate.

Applications for digital absentee ballots must be received by the division of elections by 5:00 p.m. Alaska time the day before the election, and ballots must be received before polls close on election day.

Act takes effect January 1, 2023.
