SB 21 Summary

• Changes temporary courtesy licenses for active duty military members and military spouses from discretionary ("may issue") to mandatory ("shall issue") if applicants meet requirements including current out-of-state licensure with substantially equivalent standards and criminal background clearance.

• Transfers regulation and licensing of mobile intensive care paramedics from the State Medical Board under AS 08.64 to the Department of Health and Social Services under AS 18.08, converting registration requirements to licensing requirements.

• Requires the Department of Health and Social Services to issue temporary licenses to eligible military members and spouses within 30 days of receiving a completed application.

• Existing mobile intensive care paramedic registrations issued before January 1, 2022 remain valid until expiration, suspension, revocation, or voluntary conversion to the new licensing system.

• Takes effect January 1, 2022, except that the Department of Health and Social Services' authority to adopt implementing regulations takes effect immediately.
