Amends AS 25.23.020(a) to change the definition of who may adopt from "a husband and wife" to "a married couple" together.

Removes the requirement that a spouse seeking to adopt alone must have a spouse who "is a parent of the person to be adopted" before consent is needed.

Allows a married person to adopt without their spouse joining the petition if the spouse consents, they are legally separated, or the court excuses the spouse's failure to participate due to prolonged absence, unavailability, incapacity, or unreasonable withholding of consent.

Permits adoption by an unmarried adult or the unmarried parent of the person to be adopted.
