Requires only Alaska residents to hold permanent full-time positions in classified, exempt, or partially exempt state service, effective July 1, 2022.

Directs the director of personnel to annually determine if permanent full-time state employees are eligible for permanent fund dividends and immediately notify department heads to terminate employment of ineligible nonresidents.

Allows departments to retain employees ineligible for permanent fund dividends only if ineligibility results from failure to apply for the dividend or specific exemption reasons under AS 43.23.005(d).

Modifies permanent fund dividend absence rules to clarify that state employees working in field offices outside Alaska can maintain dividend eligibility when presence is necessary to fulfill job duties.

Provides transition period allowing nonresidents employed on the effective date to continue in state positions until January 1, 2024.
