CS for Senate Bill No. 221(STA) Summary

• Amends special session procedures by adding a new exception allowing governors to call special sessions without the 30-day notice requirement when issuing proclamations under AS 37.07.080(i), which relates to federal or other receipts appropriations.

• Modifies the process for legislature-authorized spending increases based on potential additional federal or other receipts by requiring the Legislative Budget and Audit Committee to review revised programs and notify the full legislature before expenditures can be made.

• Establishes a 45-day waiting period before expenditure of funds under a revised program can begin, unless the Legislative Budget and Audit Committee earlier recommends proceeding with the federally or otherwise funded activity.
