Creates new confidentiality protection for animal records maintained by the Department of Environmental Conservation, exempting them from the Alaska Public Records Act (AS 40.25.100-40.25.295)

Designates as confidential any records identifying a particular animal, breed, business, or individual; containing test results or test samples for a specific animal; or containing trade secrets or proprietary business/financial information

Allows the Department of Environmental Conservation to disclose confidential records to state, federal, local government agencies, or regional health corporations if a threat to animal or public health/safety exists and disclosure is necessary to address that threat

Requires the department to publicly disclose records upon request in a manner that prevents identification of any particular animal, individual, or business

Authorizes the Department of Environmental Conservation to adopt regulations to implement the Act under the Administrative Procedure Act, effective no earlier than the law's effective date
