Amends AS 41.35.200(b) to reference violations of 18 U.S.C. 1866(b) instead of 16 U.S.C. 433 regarding possession, sale, or transport of historic, prehistoric, or archeological resources taken unlawfully.

Changes criminal penalty language in AS 41.35.210 from "is convicted of violating" to "knowingly violates" for violations of AS 41.35.010-41.35.240, with penalties remaining class A misdemeanor as baseline.

Creates enhanced penalty of class C felony for intentional violations of AS 41.35.200(a) or (b) when the affected resource's value equals or exceeds $10,000 or is of significant historical value to the state.

Establishes that appraised value of resources at time and place of crime determines value for prosecution purposes, and requires aggregation of amounts from multiple criminal acts committed under one course of conduct.

Applies new amendments to offenses committed on or after the effective date of the Act.
