Allows the commissioner to issue nonexclusive, nontransferable permits for persons to construct and use trapping cabins or use existing cabins on state land if approved by current users or unowned.

Requires permit applicants to be at least 18 years old, possess a valid trapping license, and provide proof of an established trapline and active trapping in the area.

Permits are valid for up to 10 years and may be renewed for successive 10-year periods if the holder maintains periodic cabin use and continues to meet qualification requirements.

Establishes maximum cabin sizes of 400 square feet for primary cabins and 192 square feet for secondary cabins, with the commissioner setting maintenance specifications and waste disposal requirements.

Sets permit fees with maximums of $100 for issuance or renewal and $25 per year of the permit term, and prohibits the department from charging additional land use fees for trapping cabins.
