Amends AS 43.23.008(a) to add a new category allowing individuals to be absent from Alaska while attending a vocational program that trains students for careers in the United States merchant marine, provided the program meets Coast Guard requirements and is Coast Guard-approved.

Modifies absence allowance limits under subsection (17) to establish tiered day limits: 180 days for those claiming only the general absence category, 120 days for those also claiming education-based absences, or 45 days for those claiming merchant marine or other specified absences.

Adds AS 43.23.011(d) to permit otherwise eligible individuals to apply for a current year permanent fund dividend between April 1 and September 30 if their parent, guardian, or authorized representative missed the March 31 deadline due to a medical emergency.

Effective date is January 1, 2023.
