Changes AS 31.05.100(a) to allow the commission to establish drilling units discretionarily rather than mandating it after a hearing for prevention of waste and protection of correlative rights.

Removes the requirement for notice and hearing before granting exceptions to spacing patterns when a unit is partly outside a pool or when drilling would be nonproductive or unduly burdensome.

Simplifies language regarding commission actions to offset advantages gained by exception holders and ensure equitable production shares in pools.

Adds new subsection (f) authorizing the commission to adopt well spacing regulations specifically to protect correlative rights.
