SB 25 Summary

• Requires the Department of Administration to develop, operate, and maintain a searchable public Internet website providing information on Alaska state government financial transactions at no cost to users.

• Website must display monthly unaudited state revenue and expenditures (including recipient name, location, transaction type, and purpose), plus annual summaries of revenue sources, expenditures by function/agency/account, and reserve fund balances.

• Website must include 10 years of historical data on state employees, contractors, long-term debt, and payroll by agency, along with reference materials explaining accounting codes and searchable features for procurement contracts and independent contractors.

• Website must be available to the public by October 1, 2023, with monthly or annual updates beginning October 1, 2024; the existing Alaska Checkbook Online website continues until the new site launches.

• Department of Revenue and other state agencies must provide necessary financial information, and the University of Alaska must submit audited financial reports for inclusion on the website; confidential information may be excluded or aggregated to maintain privacy.
