Repeals Alaska's certificate of need (CON) program for health care facilities, effective July 1, 2024.

Establishes a phased transition period where the Department of Health and Social Services can still enforce existing CON certificates for large expenditures: $5 million (through July 1, 2026), $7.5 million (through July 1, 2028), $10 million (through July 1, 2030), and $15 million (through July 1, 2031).

Makes conforming amendments to Alaska Statutes by repealing multiple sections related to the CON program and updating health care facility definitions across relevant statutes.

Requires the Department of Health and Social Services to adopt implementing regulations by July 1, 2023.

Regulations take effect July 1, 2024, with the department's authority to enforce prior CON certificates ending permanently on July 1, 2031.
