Requires the Alaska Police Standards Council to adopt regulations mandating peace officers attempt to de-escalate situations and exhaust all alternative non-lethal methods of engagement before discharging a firearm at or toward another person

Requires peace officers to provide an oral warning to a person before using deadly force if providing the warning is safe to attempt

Mandates police officer training programs include instruction in de-escalation techniques and alternative non-lethal methods of engagement before firearm discharge

Extends de-escalation and non-lethal methods training requirements to municipal correctional officers, correctional officers, probation officers, and parole officers

Authorizes the Alaska Police Standards Council to deny or revoke certificates of officers who fail to comply with the new de-escalation and warning regulations
