Appropriates $21,364,100 from general fund receipts to the Department of Education and Early Development for educational programs in fiscal year 2022, with an equivalent offset from the Alaska Higher Education Investment Fund resulting in zero net budget impact.

Appropriates $1,534,648,008 from the earnings reserve account to the dividend fund for payment of permanent fund dividends and associated administrative costs for fiscal year ending June 30, 2022.

Appropriates $1,465,351,992 from the earnings reserve account to the budget reserve fund for fiscal year ending June 30, 2022.

Specifies that the appropriations for the permanent fund and budget reserve fund do not lapse and are retroactive to July 1, 2021.

Takes effect immediately upon enactment.
