SB 34 Summary: Demonstration State-Tribal Education Compact

• State Board of Education and Early Development shall negotiate a demonstration state-tribal education compact with federally recognized tribes and tribal organizations to establish demonstration schools, limited to a maximum term of five years and not more than five schools.

• Federally recognized tribes may submit a resolution requesting negotiation by December 31, 2022, identifying any tribal organizations that will participate in the negotiations.

• Board must meet with submitting tribes and tribal organizations by March 31, 2023, to negotiate compact terms, and shall consult with affected school districts and their teacher collective bargaining units.

• Board must submit a report with recommendations to the legislature by January 31, 2024, and may include proposed legislation relating to the demonstration compact and schools.

• Any negotiated demonstration state-tribal education compact takes effect only after the legislature enacts authorizing legislation by June 30, 2026.
