Removes the requirement that voters register "before the election," allowing registration within 30 days of an election with restrictions (absentee, special needs, or questioned ballot only)

Requires registered voters applying within 30 days of election to submit affidavit signed under penalty of perjury and witnessed by election official confirming 30-day residency in state and house district

Establishes voter fraud mitigation policy directing review of voter registration and master register against databases for deceased persons, convicted felons, non-citizens, and those voting unlawfully

Adds election offense hotline for public reporting of voter misconduct and election offenses; requires hotline number posted at polling places and on ballots

Creates new crimes: election fraud (class B felony) for violations of election interference laws that change election outcome, and adds election official misconduct for disclosing election results before polls close
