CS FOR SENATE BILL NO. 43(STA) - Campaign Finance

• Removes the word "candidate" from independent expenditure reporting requirements, broadening the scope of elections subject to contribution disclosure rules beyond candidate elections.

• Requires contributors making over $2,000 in aggregate annual contributions to entities making independent expenditures to report contributions within 24 hours and disclose true sources and any intermediaries involved.

• Requires recipient entities receiving over $2,000 in contributions to report contributions within 24 hours of receipt and certify the true source and all intermediaries of the contribution.

• Changes the definition of "outside-funded entity" to specify "the state" instead of "Alaska" when describing entities receiving more than 50 percent of contributions from sources outside state boundaries.

• Clarifies campaign finance reporting exemptions for ballot propositions to specifically reference sections 15.13.074(b), 15.13.112, and 15.13.114.
