Commission members must have specific qualifications including certified public accountants, budget analysts, controllers, and business management experience, serve five-year staggered terms, and are appointed by the governor and confirmed by the legislature.

Requires the commission to review 18 state entities on a rotating schedule beginning in 2023, with each entity reviewed at least every 12 years, based on 16 criteria evaluating efficiency, statutory compliance, public participation, and overlap with other agencies.

Creates a criminal violation for intentionally failing to cooperate with the commission or directing others to withhold information, punishable by a fine of up to $5,000.

Grants the commission broad investigative powers including access to closed meetings, privileged communications, and confidential records of state entities, with bills introduced by the commission receiving expedited legislative consideration.
