Establishes annual licensing requirements for salt water sport fishing operators ($400) and guides ($200), with a combined license option ($400)

Salt water sport fishing operators must hold a current business license, maintain general liability or marine protection insurance of at least $100,000 per incident and $300,000 annually, and meet Board of Fisheries regulations

Salt water sport fishing guides must be U.S., Canadian, or Mexican citizens or resident aliens; maintain current first aid certification and sport fishing license; and may only provide services through licensed operators

Operators and guides are prohibited from aiding or permitting clients to violate fishing laws and must maintain readily available documentation including current licenses, fishing permits, and government-issued identification

Department may collect and compile confidential reporting data from guides on vessel information, catch/harvest amounts, and fishing locations; violations are Class A misdemeanors with possible license revocation; effective January 1, 2022
