Creates a sport fishing hatchery facilities account within the fish and game fund to receive revenue from a new sport fishing facility surcharge.

Establishes a sport fishing facility surcharge ranging from $4 for resident licenses to $40 for nonresident annual licenses, with surcharge amounts varying by license type.

Exempts individuals eligible for $5 resident hunting, trapping, and sport fishing licenses and free licenses from paying the surcharge.

Requires surcharge revenue to fund ongoing maintenance and operation of the Department of Fish and Game's sport fish hatchery facilities and sport fishing stock enhancement programs.

Takes effect July 1, 2021.
