Makes supplemental operating appropriations of $56.9 million for fiscal year 2021 to various state agencies including Health and Social Services ($4.2 million), Revenue ($50.1 million including $50 million for Alaska Permanent Fund Corporation investment management fees), and Department of Environmental Conservation ($426,900).

Appropriates $5.6 million for capital projects including $3.65 million for village safe water and wastewater infrastructure, $570,000 for school capital funding, and $1.2 million for natural resources projects.

Reappropriates $2.1 million in unexpended balances from prior appropriations to the Department of Military and Veterans Affairs for the Alaska land mobile radio system.

Appropriates $2.9 million from the general fund to the Department of Health and Social Services to pay a settlement in The Disability Law Center of Alaska v. State case, with additional federal and state match funding of $4.5 million each for fiscal years 2021-2022.

Appropriates $366,304 to the Department of Law for judgments and settlements and amends the National Petroleum Reserve-Alaska special revenue fund balance estimate from $11.3 million to $17.9 million; establishes constitutional budget reserve fund authorization if revenue is insufficient.
