Extends the exemption deadline for renewable energy electricity plants from regulation as public utilities from July 1, 2021 to July 1, 2028

Plants must generate electricity entirely from renewable energy resources and be placed in commercial operation on or after August 31, 2010 and before July 1, 2028

Exemption applies only to plants generating 65 megawatts or less of electricity sold exclusively to regulated electric utilities

Exemption does not apply if the plant owner received state grants or tax credits related to renewable energy generation

Act takes effect July 1, 2021
