Establishes a $6 billion unrestricted general fund appropriation limit for Alaska, allowing increases only by 75% of cumulative inflation plus 25% of cumulative population growth changes.

Exempts appropriations for Alaska Permanent Fund principal, debt obligations, disaster declarations, and state savings accounts from the appropriation limit.

Allows the legislature to exceed the limit by up to 5% of the total limit for capital improvements.

Requires the legislative finance division to deliver a report every three years analyzing the appropriation limit and its growth rate to the finance committee chairs.

Requires the governor to submit a report calculating appropriations against the appropriation limit, updated with supplemental bills and budget amendments.
