Reduces the timeframe for a vehicle left on private property without owner consent to be presumed abandoned from six months to 30 days.

Allows private property owners to claim title to abandoned vehicles by providing notice to the vehicle owner of record and lienholders in the manner prescribed by the Department of Motor Vehicles.

Requires notice to include the location of the vehicle and the period of abandonment, with notice by publication permitted if the vehicle is unregistered or owner information cannot be determined.

Applies only to vehicles abandoned on or after the effective date of the Act.
