Requires age and location verification at the time of online ticket sale to confirm purchaser is of legal purchasing age, physically present in Alaska, and not in an area with local charitable gaming prohibitions.

Directs the Department of Labor and Workforce Development to adopt regulations establishing standards for online ticket sales including age and location verification requirements designed to block out-of-state and underage purchases.

Requires appropriate data security standards in regulations to prevent unauthorized Internet sales to persons whose age and current location have not been verified.
