Provides free hunting, trapping, and sport fishing licenses to active members of the Alaska National Guard and U.S. military reserves (Army, Air Force, Navy, Marine Corps, and Coast Guard reserves)

Makes sport fishing, hunting, and trapping permanent identification cards available without charge to disabled veterans with 50 percent or greater service-connected disability and Alaska Territorial Guard veterans with 50 percent or greater disability

References to disabled veterans' free licenses are consolidated to point to the new permanent identification card authorization under AS 16.05.400(b) instead of previous statutory references

Modifies waterfowl conservation tag and resident anadromous king salmon tag requirements to recognize persons holding the new permanent identification cards issued under AS 16.05.400(b)

Takes effect January 1, 2022
