Directs the Board of Education and Early Development to develop guidelines for developmentally appropriate mental health instruction in consultation with the Department of Health, Department of Family and Community Services, regional tribal health organizations, and national and state mental health organizations.

Amends AS 14.30.360(a) to add mental health and physical health as required components of kindergarten through grade 12 health education programs in public schools.

Requires the state Board of Education and Early Development to establish a school health education specialist position to coordinate health and personal safety education programs statewide with adequate funding for curriculum development, teacher training, and district consultation.

Mandates the Board submit a report to the legislature within two years of the effective date detailing the mental health guidelines developed and the process used to develop them.

Takes effect July 1, 2022, with mental health guidelines to be completed within two years of the effective date.
