Requires hand count of ballots from at least one randomly selected precinct in each house district accounting for at least five percent of ballots cast, unless only uncontested offices appear on the ballot.

Changes absentee ballot application requirements to require two voter identifiers (one being date of birth) instead of unspecified identifiers, and prohibits intermediaries from controlling or delaying submission to the division of elections.

Adds "voter identifier" requirement to absentee ballot certificates and counting procedures, defining it as registration number, social security number (or last four digits), date of birth, Alaska driver's license number, or Alaska state identification number.

Removes specific deposit amounts for recount applications ($1,000 per precinct, $2,000 per house district, $15,000 statewide) and delegates authority to the director to establish deposit amounts and payment methods through regulation.

Permits mail-in elections for communities with populations of 750 or less, and allows the division of elections to adopt regulations necessary to implement the act's changes.
