CSSB 98(FIN) Summary

• Allows a married person to adopt an adult without their spouse's involvement if the adult spouse consents to the adoption.

• Establishes a new "adult home care home" license under AS 47.32.033 to provide 24-hour care in a residence for individuals aged 18+ enrolled in medical assistance and home and community-based waiver services.

• Authorizes the Department of Health to pay daily rates for adult home care services under medical assistance, with regulations to establish standards and a streamlined licensing process.

• Creates a simple transition process for foster parents holding foster home licenses to convert to adult home care home licenses to maintain existing placements for individuals aging out of foster care.

• Takes effect July 1, 2022, except adult home care services provisions take effect upon federal Medicaid approval by July 1, 2027.
