Suspends Uniform Rules 24(a) and 34(c) during the Thirty-Second Alaska State Legislature to allow members to participate in sessions and committee votes by videoconference due to COVID-19 pandemic conditions.

Authorizes presiding officers, by mutual agreement, to allow members to attend sessions by videoconference when members are in quarantine, have contracted COVID-19, or when necessary to establish a quorum if the legislature cannot physically meet.

Requires the presiding officer to be physically present in the capitol during sessions, and members participating by videoconference must be located at a Legislative Information Office or their legislative office (unless otherwise approved).

Mandates verification of member identity and authentication of their actions; videoconference systems must allow participating members to hear or read comments from recognized speakers.

Permits teleconference participation as a fallback option if technological issues prevent videoconference participation; resolution remains in effect for the duration of the session in which videoconference attendance is first authorized.
