Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature concerning changes to bill titles.

Allows House Bill No. 246 to proceed under suspended rules, which restricts the release of certain conviction records.

Applies to misconduct involving marijuana by persons 18, 19, or 20 years of age.

Amends Rule 17(h) of the Alaska Rules of Minor Offense Procedure.
