Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature regarding changes to bill titles.

Allows these procedural rule suspensions to apply to House Bill No. 291 relating to the Council on Domestic Violence and Sexual Assault.

Extends the termination date of the Council on Domestic Violence and Sexual Assault.
