Suspends Uniform Rules 24(c), 35, 41(b), and 42(e) regarding changes to bill titles to allow consideration of House Bill No. 76.

Extends the January 15, 2021 governor's declaration of a public health disaster emergency in response to the COVID-19 pandemic.

Approves and ratifies declarations of a public health disaster emergency and provides for a financing plan.

Makes temporary changes to state law addressing occupational and professional licensing, telehealth, fingerprinting requirements for health care providers, charitable gaming and online ticket sales, access to federal stabilization funds, wills, unfair trade practices, shareholder meetings, and school operating funds.

Provides immunity from liability and disciplinary action for occupational licensees and business owners for COVID-19 exposure; establishes informed consent and personal objection provisions for COVID-19 vaccines.
