Amends Article IX, Section 16 of the Alaska Constitution to replace the existing appropriations limit formula with a new limit based on a percentage of average personal income of state residents over the preceding five fiscal years, capped at 14.5 percent or a lower percentage established by law.

Excludes compensation for state and local government employees and permanent fund dividend distributions from the personal income calculation used to determine the appropriation limit.

Changes "revenues" to "corporate receipts" in the language addressing public enterprise and public corporation receipts that are exempt from the appropriation limit.

Allows the legislature to exceed the limit for capital improvements with a two-thirds vote of each house, provided total appropriations do not exceed 14.5 percent of the calculated average.

Applies the amendment to appropriations made for the fiscal year ending June 30, 2024, and thereafter, and requires voter approval at the next general election.
