Urges President Biden's Administration and U.S. Congress to use American oil and gas resources to replace oil imported from the Russian Federation and increase production in Alaska and other energy-producing states.

States that the United States imported over 8,000,000 barrels of crude oil daily from foreign countries at the end of 2021, with 595,000 barrels per day from Russia, contributing up to $20.3 billion annually to Putin's regime.

Identifies additional production opportunities in Alaska including projects in Pikka, Willow, the Arctic National Wildlife Refuge, and the National Petroleum Reserve in Alaska.

Acknowledges that Alaska and the United States are exploring renewable energy sources including wind, hydroelectric, solar, biomass, and geothermal resources.

Directs copies of the resolution to be sent to President Biden, Vice President Harris, congressional leaders, Secretary of State Blinken, Ukraine's President Zelenskyy, and all members of the 117th Congress.
