Establishes Alaska Paid Family Leave Plan requiring the commissioners of labor and administration to jointly procure family leave insurance providing 100% wage replacement up to $3,000 per week for qualified state employees at no cost to employees.

Allows political subdivisions and private employers to voluntarily participate in the plan, with flexibility to choose coverage duration (minimum 6 weeks for non-state employers) and whether to subsidize employee premiums.

Creates a purchasing pool allowing employees of non-participating employers to enroll in family leave insurance, with premiums capped at $5 per employee per week and coverage including a seven-month waiting period.

Provides eligible employees family leave for pregnancy/childbirth, adoption, foster care, and serious health conditions of self, child, spouse, or parent, with state employees receiving entire leave period paid and others receiving minimum 6 weeks paid.

Establishes a family leave insurance advisory board, requires annual reporting on coverage rates, and provides employers a 50% tax credit for family leave insurance premiums paid; implementation required by January 1, 2026.
