HB 104 Summary - Timber Sales

• Repeals and reenacts AS 38.05.117 to create an expedited sales process for timber damaged by insect infestation, disease, fire, or fire suppression activities, or timber at risk of losing economic value within two years, or timber needed to prevent surrounding forest loss.

• Amends AS 38.05.118 to allow the commissioner to negotiate timber sales with local wood product manufacturers or wood fiber users below appraised value, with initial stumpage rates and rates redetermined every five years not falling below the established base price.

• Exempts expedited sales conducted under AS 38.05.117 from environmental assessment requirements that apply to other timber sales over 160 acres.

• Repeals AS 38.05.123 regarding negotiated timber sales and consolidates timber sale provisions under AS 38.05.110 - 38.05.120.

• Requires the Department of Natural Resources to report to the legislature by the 30th day of the Second Regular Session of the Thirty-Fourth Legislature on all timber sales conducted July 1, 2024 through June 30, 2025, including sale details, types, timelines, and recommendations for improving timber disposal procedures.
