Amends AS 46.07.080(2) to increase the population threshold for communities and census-designated places from 1,000 to 1,500 to qualify as "villages" under the Village Safe Water Act.

Expands the definition of "village" to explicitly include census-designated places alongside communities, provided they have populations between 25 and 1,500 and are represented by specified governing bodies.

Adds a new definition of "census-designated place" as a statistical geographic area representing a closely settled, unincorporated community that is locally recognized and identified by name.

Maintains existing eligibility criteria for villages represented by Indian Reorganization Act councils, traditional village councils recognized by the federal government, or incorporated nonprofit entities and Native village councils approved by the Department of Commerce, Community, and Economic Development.
