Legislature intends for the Council on Domestic Violence and Sexual Assault to reestablish a public safety initiative using baseline data from a statewide survey on domestic violence, sexual assault, and stalking rates.

Increases appropriations from the restorative justice account to nonprofit organizations providing crime victim services and domestic violence and sexual assault programs from 1-3 percent to 79-88 percent.

Decreases appropriations to the Department of Corrections for incarceration and probation costs from 79-88 percent to 1-3 percent.

Maintains 10-13 percent to crime victim compensation fund, 2-6 percent to office of victims' rights, and 1-3 percent to nonprofit organizations for offender mental health and substance abuse treatment.

Takes effect July 1, 2024.
