Scrap metal dealers may only purchase used detached catalytic converters during in-person transactions at their registered place of business and must maintain detailed records including obvious markings on the converters.

Creates a new crime of possession, sale, or purchase of a used detached catalytic converter, classified as a class B misdemeanor, with exemptions for licensed businesses and certain legitimate circumstances.

Exempts vehicles and converters that have been tested and certified for reuse under the Clean Air Act, individuals replacing their own vehicle's converter, and mechanics performing vehicle repairs.

Directs the Department of Public Safety to maintain a central registry of persons engaged in purchasing used detached catalytic converters and adopt implementing regulations.
