Amends AS 16.05.930 to clarify that state law does not prevent municipalities from regulating trapping within their boundaries.

Creates new AS 29.35.052 authorizing municipalities to regulate trapping to protect persons and property, with authority to exempt trappers for good cause.

Permits municipalities to enact ordinances requiring trap identification, signage or notice requirements for set traps, restrictions on trap types likely to cause injury or damage, and prohibitions on trap placement in dangerous areas.

Applies to both home rule and general law municipalities while preserving state agency powers regarding disease control, fish and wildlife management, and public health and safety.

Takes effect January 1, 2024.
