Amends AS 47.07.045 to allow a legally responsible person to provide personal care services to medical assistance recipients under the 1915(k) state plan option, unless prohibited by federal law.

Requires the Department of Health to amend and submit the state medical assistance plan to the U.S. Department of Health and Human Services for federal approval consistent with the new provision.

Section 1 takes effect only upon federal approval of the amended state plan by the U.S. Department of Health and Human Services.

Upon federal approval, the commissioner of health must notify the revisor of statutes in writing within 30 days and Section 1 becomes effective 31 days after the approval notice is received.

All other sections of the act take effect immediately upon passage.
