Amends AS 15.56.060 to add two new crimes under unlawful interference with an election: intentionally opening or tampering with signed absentee ballot certificates or sealed absentee ballot envelopes without director authorization, and intentionally breaching, hacking, altering, or tampering with election machinery including tabulators, programs, systems, servers, or software used in election functions.

Creates new crime of election fraud (AS 15.56.065) as a class B felony for violating unlawful interference statutes with intent to change the outcome of an election.

Amends AS 15.56.070 to add new fourth degree election official misconduct crime: knowingly disclosing, sharing, or reporting election results, returns, or confidential election data to non-officials before polls close on election day.

The effective date is July 1, 2023, and applies only to offenses committed on or after that date.
