Removes requirement that voting machines and vote tally systems be certified by the Federal Election Commission under the Help America Vote Act of 2002.

Requires voting machines and vote tally systems to meet the United States Election Assistance Commission's voluntary voting system guidelines and be certified by that commission.

Mandates that voting machines and vote tally systems use only open-source software technology where complete source code is publicly available for use, modification, or distribution without royalties.

Defines "open-source software technology" as software with complete source code available to the public under license terms allowing free use, modification, and distribution.

Effective date is July 1, 2023.
