Transfers authority over legislative allowances and moving expense reimbursement policies from the State Officers Compensation Commission to the Alaska Legislative Council.

Changes the State Officers Compensation Commission's reporting schedule from annual to once every two years, with preliminary findings due by November 1 of odd-numbered years.

Requires the commission to submit two separate final reports instead of one: one for legislators and one for the governor, lieutenant governor, and department heads, during the first 15 days of a legislative session.

Extends the legislative disapproval period for compensation recommendations from 60 to 75 days and clarifies that compensation increases for legislators take effect at the start of the next legislature.

Adds public notice and meeting requirements for the State Officers Compensation Commission, including posting on the Alaska Online Public Notice System at least five days before meetings and establishing that violations are voidable.
