Increases Alaska Performance Scholarship award amounts to $7,000, $5,250, and $3,500 for three tiers (previously $4,755, $3,566, and $2,378), and extends eligibility period from six to eight years after high school graduation.

Modifies scholarship eligibility requirements to allow students to graduate within 18 months (instead of six months) and adds allowance for career and technical education as part of core curriculum requirements.

Establishes state grants to head start agencies equal to nonfederal contributions required under 42 U.S.C. 9835, with pro-rata distribution if appropriations are insufficient.

Increases education tax credit caps from $1,000,000 to $3,000,000 for insurance, income, oil/gas producer, property, mining, and fisheries business taxes, and adds new eligible contributions for nonprofit educational resource centers.

Increases Alaska Workforce Investment Board funding allocation to University of Alaska from 45% to 25% and adjusts funding percentages to various vocational and technical centers; increases employee contribution rate from 0.16% to 0.25% of wages.
